Workflow simultaneous jobs limitation is inappropriate

Description
When multiple "similar" jobs are launched, Mobyle raises an error, but:
- it only does so if the jobs are command-line based,
- it applies this rule even to workflow subtasks, hence preventing any parallel jobs within the same workflow,
- it does not control if "multiple workflow jobs" are launched.
